Number-one Reliever on the Market?

Rafael Soriano, coming off a season where he converted 42 of 46 save opportunities, opted out of his contract with the Yankees today. Does that upstretched finger mean he's the number-one reliever on the free agent market? With Scott Boras representing him, do you think he'll get a contract for four years and $60-million?
